Regarding the lacking of lvl 2 or lvl 3 skills, this is caused after you reborn.
After your first reborn, there is a certain level you have to reach before you can pump lvl 2 or lvl 3 skills. This certain level, i believe, is fixed.
The certain level increases with each and every reborn.
So eventually, you will get to 4th job before you get to pump 3rd job skills.
Note that i won't be taking any requests to max skills anymore.

Actually I just reborned a second time and am lvl 178 and still cannot upgrade my 3rd job advancement skills. I am not sure if I will even be able to upgrade all my skills.

So you need you watch your skill points carfuly or you might end up adding points from 3rd in to 2nd or 4th to 3rd?
